Alkyd Paint on Alkaline Substrates : Is it possible?

Do you know why alkyd paints cannot be used to paint on alkaline substrates such as surfaces of concrete wall?
The reason why Alkyd Paints is not compatible with alkaline substrates
The reason is that hydrolysis reaction happens between carboxyl group in alkyd and water under the presence of alkali (OH-).
The alkyd paints will be degraded and resulted in the below defects:
- Loss of gloss
- Softening of paint film

So how can one paint alkyd enamel topcoat on concrete wall? Below are few of the options available :
- Use epoxy primer follow by alkyd enamel topcoat.
- Use thermoplastic acrylic primer follow by alkyd enamel topcoat.
